D | 片中称，专案组调取资料发现，那段时间威海的GDP增速数据确实画出了一道相当反常的曲线。2012年之前，威海GDP增速在全省各地市中始终排在靠后的位置，而孙述涛一担任市委书记，2013年排名就陡升到了第7名，到2015年又跃升到第2名，2016年、2017年都保持在第3名。到2018年，孙述涛调离了威海市，次年排名就回落到了第13名。专案组发现反常的数据专案组立即商请国家统计局派出专业队伍参与核查，发现这诡异的曲线背后，存在严重的经济数据人为注水问题。经国家统计局核实，2013年至2017年，威海市规模以上工业企业统计数据严重虚报，多家企业反映在统计数据报送过程中受到当地相关部门干预。片中介绍，为了让数据看起来更合理，孙述涛着力在GDP增速的统计上做文章。每年年底，威海市相关部门都要制定来年预期经济指标，其中就包括GDP增速，指标定多高，实际上很大程度取决于孙述涛的个人意见。
E | 而经济指标一旦注水，就容易开启恶性循环。制定下一年的经济增长指标，都要参考上一年数据，当上一年的数据已经注水，在此基础上又继续往上加码，完不成就继续注水，年复一年，虚假的雪球就会越滚越大。看似光鲜亮丽的数据，和当地群众的实际感受却完全脱节，孙述涛自己心里其实也清楚。孙述涛在面对镜头时说：“作假，说白了叫没良心。
